Description
Context
- Nigeria is a multicultural country with great disparities between the southern regions of the country, which had experienced and still experiences growth and development and the northern regions, seriously affected after 10 years of violent insurgency, leading to massive humanitarian needs for millions of people and provoking terrible socio-economic inequalities in the region for an important part of the population.
- In the north-east, especially in Borno, where Tdh is currently present, Adamawa and Yobe (BAY states), the conflict stemming from the insurgency of non-state armed groups (NSAGs) in continues as intensely as ever.
- The attacks and insecurity have displaced millions of people, devastated agricultural production and other livelihoods, cut off essential services, and caused a crisis of protection.
- In 2022, some 8.4 million people of the BAY states will need humanitarian aid. Of these, 2.2 million are internally displaced; 1.5 million are returnees who lack essential services and livelihoods; and 3.9 million are members of communities affected by their hosting of IDPs. About 730 000 people are located in areas inaccessible to international humanitarian actors.
- Although some retain or have developed a degree of coping mechanisms, most rely at least in part on humanitarian aid. Tdh has first been established in Abeokuta, in 2008, and implemented development programmes, such as Migration programs. Activities in the South of Nigeria have been closed in 2019.
- In order to respond to the Lake Chad Basin Crisis, Tdh has established a country office since mid-2017, in Maiduguri, Borno State. Tdh contributes to the crisis’ response by providing child protection services, education in emergencies, wash and nutrition assistance to most vulnerable children and their families.
- Moreover, in the line of its expertise and programing positioning at the worldwide level, Tdh also analyzes the situation, as well as the potential response to the crisis on a mid-term basis, regarding the early recovery and nexus approach.
- Indeed, given its core competencies in term of deployment of a response for primary needs, implementation of development projects, support to the public services and community/social approach of the beneficiaries, Tdh thinks that the organization could have an added value on all the dynamics/programs related to the stabilization or the structuration in other regions of Nigeria.

Specifications
- The Tdh Country Representative (CR) is responsible for overall leadership and supervisory management of Tdh staff, programming, and operations, including program quality and accountability, stewardship of resources, staff safety and security, performance management and external representation.
- The CR will be directly responsible for the overall coordination and strategic direction of the operations. S/He will be in charge of developing the strategic plan of the delegation, including the continuity of the current emergency response, while exploring the possibility of developing “mid-term/long-term needs programs”.
- S/He is expected to manage responsive and effective operations implemented both directly and with Nigerian partner organizations.
- S/He will run the country delegation in pursuing the objectives identified in the country strategy, bringing them together to deliver high-quality, cost-effective programming results with high levels of accountability.
- S/He will provide oversight for directly supervised senior executive/technical officers; leading country management team (CMT) to identify, design and deliver responsive, high-quality programs; ensuring efficient management of public grants and private funds for results, compliance, and focused, timely reporting; and oversight of financial management and compliance systems. To this end, the CR will set-up and lead a country management team (CMT) to identify, design and deliver responsive, high-quality programs, as well as ensuring efficient management of funds.
Profile
Education:
- University Degree in related field or equivalent program management and development experience at senior level;
Experience:
- Professional experience required: 5-10 ans
- Experience in NGOs required: 5-10 ans
- Familiarity with UN, US and European donors and their rules, requirements and guidelines.
- Experience of working with local stakeholders – demonstrated ability to collaborate with peer agencies, local government and community leaders to work effectively towards a common and agreed upon results.
- Experience of working with humanitarian (conflict environment) and development contexts.
- Demonstrable experience in capacity building of partners (civil society, public and/or private sectors).
- Africa experience is desirable.
Skills & Competencies:
- Proven abilities in all aspects of project design and implementation.
- Excellent communication, negotiation and conflict resolution skills.
- Strong team leadership qualities and high level of integrity.
Languages:
- Written and spoken English fluency required, French is an asset.
IT:
- Excellent Ability to operate Microsoft Office 365 Suite : Word, Excel & Power Point.
General Conditions
- Expatriate contract under Swiss regulations between CHF 4’770.- and CHF 5’500.- net /month according to experience x 13 times, Vacancy: 25 days annual leaves local accommodation and transportation, Health insurance, accident and medical repatriation insurance, return flight.
