CALL FOR NATIONAL TENDER FOR SOIL TESTING CONSULTANCY (RFP-2022-0030)

Objectives
Soil plays a major role in the quality of our environment. It is the foundation for food and fibre production. Knowledge of soil is required for land use planning activities and the decision of what use a particular soil type could be assigned. Moreover, understanding of soil properties and processes is important in evaluating the criteria for soil management and cultivation and agricultural production.
Studies has shown that increase in demand and lack of information on soils contribute to the problem if soil degradation and world food crises, due to the wrong use and poor management of land resources.
Farmers often complain that their farmland are no longer fertile and as such they end up sowing crops that are of not their choice as the try to provide food for the family. Some of these soil damages or nutrient loss were as a result of poor land management/practices in the past by farmers ranging from the use of harmful chemicals to other agricultural chemicals that are harsh to the soil. Hence, the need to conduct these soil test to help guide and inform farmers on what to do.
Nuru Nigeria is seeking for proposals from consultants/organizations/firm to conduct, analyse and provide detailed soil test/analysis report to Nuru Nigeria who will therefore utilize this soil test results to design and develop training resources as the guide and inform rural smallholder farmers in northern Adamawa state in Nigeria for the 2023 cropping season – specifically in Hong and Gombi Local Government Areas of Adamawa State.
Scope of work
These activity is required for Nuru Nigeria’s BC-RAD intervention communities in Hong and Gombi LGAs
The agric team in NN will work closely with the consultant as the NN team collect soil samples from various farm locations of these farmers working with Nuru Nigeria. This soil sample collection will be under close supervision of the consultant.
Also coordinates of all locations that soil samples will be taken would accompany the labelled soil samples.
These samples will be taken from random farms of the about 2000 registered farmers.
Deliverables/Expected output
The expected deliverables from this activity are as follows:
- Detailed soil test result
- Interpretation of the result
- Recommendations based on the result
OPENING, EVALUATION OF TENDERS AND SELECTION CRITERIA
The opening and examination of tenders is for the purpose of checking whether the tenders are complete and whether the tenders are generally in order.
Tender Process;

The subsequent evaluation of the tenders shall be carried out in Yola by an Evaluation Committee made up of representatives of Nuru Nigeria.
Tenders will be evaluated on the criteria listed below:
- Compliance with Nuru Nigeria Procurement terms and conditions. (Administrative)
- Financial Proposals based on best value for money. (Financials)
- Adherence with work methodology or scope of work requested. (Technical)
- A Comprehensive draft of Proposal. (Technical)
- Work Plan showing time of completion and stages of work progress. (Technical)
- Similar past experiences with NGO/UN agencies. (Administrative)
- Physical Operational Status of the company. (Technical)
- Compliance with Payment Terms and Conditions. (Technical)
- Provision of a CV of consultant(s)/technical staff in relevant field. (Administrative)
In the interests of transparency and equal treatment and without being able to modify their tenders, bidders may be required, at the sole written request of the evaluation committee, to provide clarifications within forty-eight (48) hours. Any such request for clarification must not seek the correction of formal errors or of major restrictions affecting performance of the contract or distorting competition.
Any attempt by a bidder to influence the evaluation committee in the process of examination, clarification, evaluation and comparison of tenders, to obtain information on how the procedure is progressing or to influence Nuru Nigeria in its decision concerning the award of the contract will result in the immediate rejection of the tender. No liability can be accepted for late delivery of tenders. Late tenders will be rejected and will not be considered.
